The Ministry of Information and Communication Technology (MoICT), under the Government of Nepal, has published a set of guidelines known as the "IT Development and Consultancy Service Estimation Norms, 2082.
Its main purpose is to establish standardized rates and criteria for estimating the cost of IT development and consultancy services for public bodies. The document specifies the required educational qualifications, experience, and monthly remuneration for various IT expert roles, from project managers to junior developers. It also includes general provisions on calculating costs for tasks such as annual software maintenance.
Introduction
This document outlines the norms for estimating costs for IT development and consultancy services. Public bodies must use these guidelines when preparing estimates and receiving related services. These norms were created by the Ministry of Information and Communication Technology in accordance with Section 12 of the Public Procurement Act, 2064.
1. Name and Commencement of the Norms
- These norms are officially named "IT Development and Consultancy Service Estimation Norms, 2082."
- They are effective immediately.
2. Educational Qualifications, Experience, and Remuneration
The educational qualifications, experience, and potential remuneration for human resources involved in software system development and consultancy services for the Ministry of Communication and Information Technology and its related bodies are detailed in the table below.

Note: Any required certification must be mentioned in the working agreement of the concerned body.
9. General Provisions
- Public bodies must select human resources based on the experts listed in Table 1. If a required expert category is not listed, the body can prepare an estimated cost by determining their minimum qualifications, experience, and remuneration.
- The cost for annual software maintenance should be calculated by deducting 20% from the net amount of the original development cost. No additional overhead costs should be added.
- All government and public bodies must use these norms to prepare estimates for software development and consultancy services. The Ministry of Information and Communications Technology will update this provision regarding publicly developed software details in its electronic system.
