Students planning to pursue higher education abroad no longer need to visit government offices physically to obtain their No Objection Certificate (NOC). The NOC Section under the Ministry of Education, Science and Technology has successfully made the process faceless by integrating its online portal with Tribhuvan University (TU) and Kathmandu University (KU) through APIs.
An agreement with Tribhuvan University was signed on the 4th of Baisakh (April 17, 2026), while the agreement with Kathmandu University had already been completed earlier. With this integration, students can now apply for the NOC entirely online from the comfort of their homes. Once the application is approved, they can download and print the certificate themselves.
Previously, after submitting an application, students had to visit the NOC office in person for verification if their details (citizenship information from the Home Ministry’s Citizen Information Management System - CIMS, and NEB registration number and date of birth) were successfully matched through system integration. For students applying for postgraduate or higher-level studies, they were also required to be physically present because the universities’ systems were not yet integrated.
Now, with the successful API integration with both Tribhuvan University and Kathmandu University, the entire verification process for postgraduate and higher studies has also become faceless. Students’ academic certificate details will be automatically verified through the connected systems using their university registration number and date of birth.
Additionally, revenue collection for the NOC is now fully online and cashless through integration with the Revenue Information Cashless Management System (RIMAS) under the Office of the Auditor General.
Once approved, applicants can download their paperless NOC directly from their online profile. The certificate includes a QR code, allowing easy verification through any QR scanner.
This digital transformation is expected to save students significant time and effort, making the process of going abroad for studies much smoother and more convenient.
