Model (Namuna) Schools of Nepal

In 2016, the Government of Nepal launched the Model School Program, a visionary initiative aimed at improving access to quality education and bridging disparities in education, with the ultimate goal of elevating learning outcomes in Science, Mathematics, and English subjects, where students have historically struggled. Today, these model schools are transforming classrooms into hubs of innovation, equity, and excellence. 

What Are Model (Namuna) Schools?

Model Schools are government-upgraded public schools envisioned as centers of excellence to raise the standard of education across Nepal's communities. Launched under the School Sector Development Plan (SSDP 2016–2022), the initiative aims to transform at least one community school in each of the 753 municipalities into a model institution recognized for its quality teaching, strong leadership, and improved infrastructure.

Currently, 422 schools nationwide offer Grades 1–10 or 1–12 under this program, serving as demonstration sites for innovative teaching methods, student-centered learning, and effective school management. To meet the national target, an additional 578 schools still need to be selected and supported under the Model School program. This initiative is a key strategy to bridge the quality gap between community and institutional schools, ensuring equitable access to quality education for all children in Nepal.

 Objectives: Equity, Quality, and Innovation

The program targets three core goals:

  1. Ending Disparities: Ensuring students in rural and marginalized communities access the same quality education as urban peers.
  2. Strengthening Core Subjects: Revolutionizing science, math, and English teaching methods through trained educators and modern tools.
  3. Creating Replicable Models: Inspiring other schools to adopt best practices in governance, facilities, and pedagogy.

  1. Qualified Educators: Mandatory trained teachers in priority subjects, supported by full-time headteachers for strong leadership.
  2. State-of-the-Art Infrastructure: Upgraded classrooms, science labs, ICT facilities with internet, libraries, playgrounds, and sanitation.
  3. Digital Learning: ICT tools like laptops, tablets, and the Sikai Chautari e-learning portal enrich lessons. For instance, biology classes now use YouTube videos to demonstrate heart functions, replacing outdated chalkboard diagrams.
  4. Residential Facilities: Select schools offer boarding to ensure underprivileged students thrive in a supportive environment.
  5. Focus on Practical Learning: Moving beyond rote memorization, students engage in experiments, projects, and interactive lessons. 

Impact and Progress

Model Schools are already making waves. Parents and students are noticing the shift—many are transferring from private schools, drawn by improved facilities and teaching quality. Schools report higher engagement as students explore science labs and digital resources. While long-term outcomes are still unfolding, the surge in enrollment signals growing trust in public education. 

 Collaborative Support for Sustainable Change

The SSDP is backed by eight development partners, including the Asian Development Bank (ADB), ensuring financial and technical resources reach classrooms. This collaboration strengthens governance, teacher training, and infrastructure, creating a resilient education system.

The government envisions every municipality boasting a Model School as the preferred choice for families. By 2022, these schools aim to solidify their reputation through consistent quality, inclusivity, and community engagement.
